I'm really interested in why the Bundesliga players (excluding Bayern players) are in form in OSM. What do they have to do with global managers, when only German users have the right to play in the Bundesliga, but they do not have the right to buy Bundesliga players in other leagues?

The main reason is that we'd like to keep the feature as authentic as possible.
Besides, the In-Form status of those players is not limited to the Bundesliga. For example, Patrik Schick will be boosted if you play in the Europe Cup (with Bayer Leverkusen) or the Euros 2020 (with Czech Republic) as well.
