    Can you also clear temp files?
    You also do not use any add blocker?

        Have you clicked on the 'I already have an OSM account and want to login' link? Your last screenshot is the page where people who do not yet have an OSM account, can create one. Clicking on that link should redirect you to the page where you can login to your OSM account.

          At first, that blue text "already have osm account" was not clikcable, its like a page with noitng on it. After refesh, I could click and it took me back to first picture

            Could you please try another laptop/pc and see if it's working there?
            Because this kind of issues are local.

                  @manager-pr-9 That's what I expected, you need to find out what the problem is on you're laptop.
                  Maybe you've got spyware/mallware on you're laptop that mess things up there.

                    I have brand new PC, i have never downloaded anything form the web. I tried %tamp%, windows defender and there was nothing
