15 Coins for a scouted player

Why do i have to pay 15 coins for player's that i scouted + the in-game currency ?

When you scout a player doesn't mean you have to buy the player. If the scout doesn't bring the desired player, then you don't have to pay any coins. But if you like the results of scouting, then you have to pay a small amount of coins, to make this player yours. And the player don't go to transfer list any more...it's just for your eyes....
Same thing happens in real life....
