Legends are retired (or even deceased) players IRL. Their OSM cards have a lighter colours than star players' one, they have a legend icon when they show up on lists, and you their team when being sold on the Transfer List is "World Legends".

There's no such thing as rarity regarding OSM players, so IDK what you're talking about.
