What times/time do the new competitions start so that the best teams aren't taken?

New leagues are created after simulation but there isn't a specific day at which the engine creates these new leagues. You just have to search and if you're lucky you'll find some of them. But you can always use boss coins to create your own league where you can start with four prep days.
