Hall of Fame ranking?

May I ask someone official what is the point of Hall of Fame ranking? I tried to check some managers that are there ranked in top 20 and more than 70% of them there are inactive managers that played the game for less than a year and left...
What is the point in having those managers ranked? In "normal" Global ranking if you are inactive for more than 30 days (or some time, not sure exactly) your points are removed and you are unranked... why is it not the same for Hall of Fame?
Can something be done so that we dont have that ridiculous situation there? Usually to enter "hall of fame" in certain sport you need to do something big, be remembered... here in OSM looks like you just need pile of cash and you are "Hall of Famer". Bit childish if you ask me... but yeah, I know, nobody is asking me
