We've no way to find out which account you had before. If your last login on OSM was more than 3 years ago, account was permanently deleted and it's not possible to recover. Same, if you deleted accunt or account was locked due to breach of OSM terms. Their value should drop a little bit each time the engine comes around (9 times a day). If the value drops, then there are no issues with the transferengine. Check if other managers in your league are selling players. If they do, then there is no issue with the transferengine. If you can really not put more than 3 players on the transferlist, then we need some screenshots of your full squad and a screenshot of the error message.
