Tactics are important but when 2 teams are of similar value luck plays too big of a part, and thats why and limitation of transfers is redundant. But who does not love transfers and stuff like that, you can always open your league and remove transfers in advanced league settings. There are also couple leagues where you can play automatically without transfer (Nations leagues, Nostalgia leagues ets.).

Then it also seems to be more difficullt to sell players. There are a several 'rules' to the transfersystem, but a lot of it is unknown to the playerbase. The only things about the transfersystem that is commonly known, are: the higher the sale price you ask for a player, the more difficult it will be to sell that player there is a lot of randomness to the transfer engine system at the end of the league it seems to be more difficult to sell players
