You've already reported it, then you'll have to wait till things are handled. One report at a time is enough, so that's the reason why it's not possible to report more then once. We try to work through it within that time frame, but unfortunately that's not always possible.

@hans-orf Actually, it's the Nostalgian Leagues and the Pokemon League. @FreakyL1keMe if you also check the league recruit topic you may find managers who have created their own leagues and disabled transfers as well.
